Norfolk County Hall was completed by R G Carter in 1967. At the time, it was the largest built by the Firm. Located on Martineau Lane, as well as offices, this high rise development involved staff housing in an old mansion on site, and a research building.

It was a proud moment for Mr. R. E. Carter, son of the founder, the following year when he greeted Her Majesty The Queen at the official opening of the building in 1968.
