On the 15th September 1971, a topping out was held on the roof of Norfolk Tower; part of the Norwich Union development R G Carter were constructing in Norwich. It was the city’s tallest office block at the time at 11 storeys high.
Having guided the last stone slab into position, Mr R. E. Carter, son of the founder, can be seen here left, with Mr. Cyril Leigh, Managing Director of Star Developments, celebrating the occasion by dousing the roof in champagne.
