R G Carter starts construction on a new retail unit at Longwater on the outskirts of Norwich, for local development company Bullen Group Ltd. The unit will be occupied by retailer TK Maxx and will become their Norwich flagship store, complementing two existing stores in the city centre.
The proposed building will comprise of around 17,500 sq ft of ground floor retail space, alongside a 14,750 sq ft mezzanine first floor, providing a modern, high-quality retail environment. The start of construction will mark a major milestone for this popular retail destination on the outskirts of Norwich, for which planning consent was granted in December.

This scheme represents the culmination of a significant amount of collaborative work with TK Maxx, the local authority, and the wider project team to deliver a high-quality, well-considered scheme, which enhances the existing retail offer at Longwater. We are excited to progress into construction and deliver a flagship store that will benefit both the retailer and the local community.”
Carter Design Group, as architects and structural engineers on the project, have been working closely with TK Maxx’s own design team to ensure
the building meets the retailer’s operational standards.
The unit is located adjacent to the current Next store, with access via the existing route on William Frost Way. The scheme includes additional car parking for the new store, enhancing accessibility and customer convenience for both Next and TK Maxx customers.
The project will deliver economic benefits to the area, including job creation during construction and operation, improved retail choice, and further strengthening Longwater as a key destination for Norwich and the wider region.
Local construction company R G Carter have been appointed as the main building contractor. Work is scheduled to start on site in February, and the store is expected to open to the public by late 2026.
